Carmen spent his early life in Cheektowaga, specifically at 112 Cayuga Rd., where he played basketball for Maryvale High School. In 1964, things took a turn for the worse when he was arrested on charges of burglary and larceny related to a $180 house burglary. The incident allegedly involved Peter Piccolo.
He married Joan Jones on August 6, 1966, and they lived at 591 West Ave.
On May 10, 1969, Carmen robbed the Peace Bridge Motel located at Lakeview and Porter Avenue around 3 AM. He pulled a gun from his raincoat and ordered Frank Walsh, the night manager, into the office. Carmen then showed Walsh where the money was kept before being struck on the head and tied up. His hands and feet were bound with electrical cords, and the robbers rifled through a cash drawer. Despite the blow, Mr. Walsh remained conscious and was able to call the police shortly after the robbers left. At this time, the hotel was undergoing a change in ownership.

On January 25, 1971, Carmen, who was living on Heussy, was arrested after a brief chase by the Memorial Auditorium at 1:40 AM with Robert Brocato. They were caught leaving the auditorium through a side door.
